The successful candidate will be responsible for the strategic sourcing of Site Heavy Oil Catalyst/Chemical/Gas requirements, in some cases services and other categories. He or She will work closely with Business Stakeholders, Shell Technical, and Product Quality personnel, using Supply Chain Management?s Category Management Process to review each spend category and make recommendations to obtain the best overall commercial advantage for Shell.
Participate in cross-functional teams to develop and implement supply chain strategies and corporate goals
Works closely with all local stakeholders and members of the ECS Group to ensure that Scotford's and other Heavy Oil sites? unique requirements are communicated, and in turn, assist with strategy development, to mutually leverage full value
Ensure site-wide coordination of Nitrogen consumption to maintain compliance with global contract, including distribution to site
Provide commercial expertise and leadership to Business Stakeholders
Evaluate economic and market conditions of responsible categories
Evaluate and select suppliers on the basis of their ability to deliver cost effective materials and services according to Shell requirements
Develop and implement strategies for negotiations and contract development
Develop and assist with supplier performance measurements and engage in continuous improvement
Execute Blanket Purchase Orders and Contracts that properly reflect the requirements and ensure that all identified risks are assessed and appropriately mitigated (eg: insurance, safety, technical specifications, commercial terms and conditions and legal)
Actively demonstrate support for the corporate position on health, safety, sustainable development, diversity, respectful workplace and the General Business Principles and Code of Ethics
Ensure procurement processes and requirements are well understood by Business Stakeholders to enable business processes that support maximizing commercial advantage
Demand Management and understanding of spend forecasts including representing the site with clients at the various governing bodies
Use local knowledge, experience to assist Contracts and Procurement teams (locally, regionally, globally) in evaluations of different approaches and local circumstances to support client needs and spend that can be practically implemented
Full integration with client to ensure execution of the CP function,and processes
Supports and promotes the use of appropriate CP tools, and practices
Engage contractor and business to ensure payment on time
Execute regular business and contractor meetings
Carry CP on-call pager, phone, etc to respond per requirements to support plant, operational needs
Provide a conduit between shell and contractors/vendors for resolutions of conflicts and issues
Supports operations in the implementation of new contracts, ensuring effective handover to and understanding of contract terms by front line stakeholders

Requirements:
Bachelor Degree in Commerce, Engineering, or Procurement
C.P.P. or or P.M.A.C. or equivalent designation is considered an asset
5-10 years of experience
Demonstrates drive and determination to achieve success while being a self-motivator who sets clear direction and priorities
Ability to read and write clearly with large volume of paperwork
Strong analytical, communication, and business skills
Good computer system / software skills ? Excel, Access, Word
Self starter who can work with minimal supervision
Exercises judgement regarding strategy development and negotiating positions
Strong ability to establish good working relationships with Business Stakeholders and higher levels of Contracts and Procurement Organization
Functional knowledge of Category Management ? Tools, techniques, and processes
Working knowledge of materials, vendors, plant operations, and Supply Chain Management policies and procedures
Strong Supply Chain Management skills including market research, strategy development, analysis, commodity knowledge, contract negotiations and management
Able to prioritize multiple requirements.
